Swarming: improve task slice presentation |

Issue descriptionWhen there's a task slice, there's two bits of information that are not presented in the web UI that would be useful to present: - expiration_secs for each task slice - wait_for_capacity Example task with a fallback that expired, but it's not visible how long the first slice waited: https://chromium-swarm-dev.appspot.com/task?id=3f0a8937619f4b10
