In chrome://downloads the Tab key is used to traverse both within each row, and across rows. In other words there is no easy way to exit the list (one has to tab their way to the top or the bottom).

This is inconsistent with other such lists (History, Settings), where Tab traverses within a single row (or out of the list) and arrow keys traverse across rows.
