What steps will reproduce the problem?
(1) Sign-in account A as primary account.
(2) Sign-in account B.
(3) Open a window on account B.
(4) Move the window to the account A workspace.
(5) Click the account B window to open an extension window (e.g. Hangouts).

What is the expected result?

Expect that the extension window shows up on the same workspace as the window it was opened from, i.e. the account A workspace.

What happens instead?

Extension window opens on the account B workspace.
