Add Dismiss option to screen sharing and external monitor dialogs

When you screen shore or connect an external monitor, we are showing a permanent notification reminding you that you did. This is pretty annoying. Can we make them time out or if that has security issues, add a dismiss button?

This belongs to a project Olga is planning for M-71 to reconsider and revamp display notifications.

In general, screen sharing requires a persistent notification for security/privacy reasons.  For casting, we use the toolbar icon for this purpose.
