What steps will reproduce the problem?
(1) Disable "Reader Mode in CCT" (chrome://flags#enable-reader-mode-in-cct)
(2) Use "Simplified view" (set chrome://flags#reader-mode-heuristics to Always for easier triggering)
(3) Inspect the distilled view from desktop through chrome://inspect/#devices.

What is the expected result?
Be able to inspect the distilled view.

What happens instead?
The distilled view is not available in the list of tabs.

It works fine if "Reader Mode in CCT" is enabled.

This is a regression. It worked last year.
