Setup
a. Ensure the following device policies are set:
   i. Time Zone -> System timezone: Keep timezone as it is on device currently
   ii.Time Zone -> System timezone automatic detection: No policy set (default = Let users decide)
b. Ensure the following device policies are changed to:
   i. Time Zone -> System timezone: GMT+2:00 Central Europian Time (Croatia Time)
   ii.Time Zone -> System timezone automatic detection: No policy set (default = Let users decide)

Steps To Reproduce:
1. Enroll device into a domain with setup.(a)
2. Login as a user and try to change the timezone via chrome:settings .
3. Change the policy as mentioned in setup.(b)
4. Reboot and login to see the new policy changes.
5. Try to change the timezone via chrome:settings 

Expected Result:
Step 2,5: User should be able to change the timezone with and without admin enforced timezone. 

Actual Result:
Step 5: User cannot change the timezone when an timezone is enforced.


How frequently does this problem reproduce? Always

Issue is also reproducible with
