Issue descriptionUserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/68.0.3440.75 Safari/537.36 Steps to reproduce the problem: 1. Create an enterprise policy that blocks pop-ups and redirects. https://www.chromium.org/administrators/policy-list-3#DefaultPopupsSetting 2. Create an enterprise list of predetermined websites that can show pop-ups. https://www.chromium.org/administrators/policy-list-3#PopupsAllowedForUrls 3. Via the Chrome settings page, add a user specific website to the list of websites that can show pop-ups. chrome://settings/content/popups What is the expected behavior? Chrome should accept user-added websites that are added to the allowed pop-up list. What went wrong? If pop-ups are controlled via enterprise policy, Chrome doesn't honor user-added websites to the list of allowed pop-ups. Did this work before?
