maps_pixel_test failing on Win10 Debug

Issue description

Started failing here:

First failing build:

Looking in the logs, it looks like none of the map tiles loaded:

This indicates some behavioral change perhaps degrading performance on slower machines. Marking P1, regression.

It looks like this was probably:
