[MdRefresh] NTP uses a lot of CPU when the "Show todays Doodle" Animation appears when a Theme or background is installed.

Issue description

Chrome Version: Canary 70.0.3508.0
OS: macOS 10.13 but probably OS=All

What steps will reproduce the problem?
(1) Install a Theme or a NTP background
(2) Open a NTP
(3) When a Doodle is available, an animation appears at the right top corner of the Google Logo
(4) Take a look at the Activity Monitor

What is the expected result?
No animation, so that there is no high CPU usage.

What happens instead?
An annoying and unnecessary animation that uses a lot of CPU.

Unfortunately I have no longer access to issue 851187 (which is mentioned in c#1), so that I can't see the current status of the report :(

Any chance to replace the notifier with a static one, which is not CPU hungry?

Even if a Doodle is not available, it seems that the notifier lives hidden in the background, which still uses high CPU :(

Plans haven't been finalized quite yet, but we're considering a few options (including removing it altogether). Will update once a decision has been reached.
