ChromeVox Touch: unable to select text, copy, or paste

Google Chrome 69.0.3494.0 (Official Build) dev (64-bit), Firmware Version	Google_Eve. 9584.160.0

Steps to reproduce: 
# Flip convertible ChromeVox into tablet mode
# Turn on ChromeVox by holding both hardware volume keys for 5 seconds 
# Put focus into any edit area, I used the Omnibox
# Double tap to start editing 
Expected: ability to select text, copy or paste. Ability to bring up local context menu like available if ChromeVox is off
Actual: no way to bring up local context menu, no way to select, copy, or paste text

This is a feature request. The LCM is a TalkBack concept and we need to understand whether we *want* that or not in ChromeVox.

Selection is currently available through the ChromeVox menus via toggle selection (action menu). Editing commands are not yet available such as copy, paste, cut.
