Add option to insert/append tabs

Project Member Reported by tinskip@chromium.org, Aug 1

Issue description

Currently when opening new tabs by clicking on links, the new tab always gets inserted after the current tab. This makes a mess of neat tab ordering if you are used to a certain page being on a specific tab (say, calendar in the second tab). Please add an option to append new tabs at the end.

Adding some PM's to consider this feature request
On Desktop, you can preserve ordering by pinning tabs. Links that are clicked on from these pinned tabs are opened after the location of the last pinned tab.
Components: UI>Browser>TabStrip

Agree with comment 3; pinning is the designed solution for preserving a specific initial tab ordering.
