Regression: Notification badge isn't used in Chrome 68 (request to re-open)

Issue description

Steps to reproduce the problem:
Hi,

I have a stupid problem. I filed an issue which was closed as WONTFIX - which I agreed to, btw. They said I could re-open the issue if I could reproduce the issue, etc.

But I have no clue as to how I should re-open a ticket? Does that happen when I post a new comment? Because I did and the status is still WONTFIX and nobody looked at it since.

Tested this issue on Android and unable to reproduce this issue.

Steps Followed:
1) Attached android device to pc via usb. 
2) Navigated to https://tests.peter.sh/notification-generator/
3) On the pc, navigated to chrome://inspect/#devices
4) Opened the inspector for "Notification Generator | Peter.sh"
5) Pasted the code below in the console
6) The notification shows up but with a message icon as mentioned in https://talkrrr.rejh.nl/img/icons-statusbar/ic_stat_chat.png

Chrome versions tested:
 68.0.3440.70

OS:
Android 8.0/ Android 9.0

Android Devices:
Nexus 6P, Pixel 2 XL

chemo.b@: Could you please check the issue and let us know if we miss anything? Is this issue consistently reproducible?

I'll check if I maybe missed (writing down) a step. But I can reproduce the  issue 100 % of the time.

I just flashed LineageOS 15.1 on my Pixel and the second I updated Chrome to 68 (slightly higher patch version than in the report) I got the "bell" icon.

I asked a friend to try it, he sees the same thing on his Nexus 5X.

Did you go through the steps once or multiple times? Peter's notif generator worked for me once but I don't think I tried it twice. I figured it must be my code so I suggested closing the ticket. But then I tried it again some time later and it then I got the same bug on Peter's example/demo app as I have in mine.

Anyway, what I'm trying to say is: maybe it works once and then it breaks?

yes, I can reproduce the bug. After PWA is added to home screen, the badge property is ignored and only the default generic bell icon shows up.
Is this issue back on somebody's radar? Both this issue and the original have steps to reproduce now..?
