splitscreen: Resize doesn't work well for ARC app windows

Chrome Version: 70.0.3508.0
OS: Chrome

What steps will reproduce the problem?
(1) Put an Arc app window in splitscreen
(2) Tap on the splitscreen divider bar and start resizing

What is the expected result?
The ARC app should resize smoothly

What happens instead?
The ARC app doesn't resize smoothly. And instead, it seems like some non-identity transform was applied to the ARC app during resizing

Not sure when it regressed.

AppWindow should exit immersive mode when it exits the fullscreen mode

AppWindow has its own ImmersiveFullscreenController therefore it has to
do this by itself. (similar to CustomFrameViewAshWindowStateDelegate).

Bug:  869945 
Test: covered by unit tests.
