ChromeVox touch doesn't disable mouse on back of tablet; turns off screen then powers down

Project Member Reported by leberly@chromium.org, Aug 1

Issue description

Google Chrome 69.0.3494.0 (Official Build) dev (64-bit), Firmware Version	Google_Eve. 9584.160.0

Steps to reproduce:
# Flip convertible ChromeVox into tablet mode
# Turn on ChromeVox by holding both hardware volume keys for 5 seconds
# Pick up tablet off of a table and hold it portrait so that your hand touches the mouse trackpad
Expected: nothing happens
Actual: touching the mouse pad turns the screen of unexpectedly. Moving fingers down the side of the tablet on the mouse touchpad will bring up the power off dialog and then shut down tablet

Can you try again on 71? I don't see this on trunk. This really wouldn't be a ChromeVox bug unless it only reproduces with ChromeVox on.

Please re-open if it still reproduces. Thanks!
