Issue description

"external/wpt/background-fetch/get-ids.https.window.html" is flaky.

This issue was created automatically by the chromium-try-flakes app. Please find the right owner to fix the respective test/step and assign this issue to them. If we can't get this fixed in a timely manner, could we disable the test first? Leaving a flaky test enabled will increase CQ false rejections.
