ChromeVox touch: top of page gesture usually lands on invisible/irrelevant part of the page |

Issue descriptionGoogle Chrome 69.0.3494.0 (Official Build) dev (64-bit), Firmware Version Google_Eve. 9584.160.0 Steps to reproduce: # Flip convertible ChromeVox into tablet mode # Turn on ChromeVox by holding both hardware volume keys for 5 seconds # Load a page with text such as https://en.wikipedia.org/wiki/Platypus # Use two finger gesture up to move to the top of the page Expected: lands at the content on the top of the page as if you have just arrived at the page after pressing refresh Actual: lands on a hidden section of the page. For the platypus page, it lands on "anchor" and the highlight is on the lower right corner of the page. For Google search results, it says "Google Search Page header Heading 1" and focus is on a small blank part of the screen

This highlight might be off...but this is landing at the root of the page. If you swipe right once, you'll get to the first element. We can make a change to move to the first element on the page (and not the root).

That's actually the top of the page. Wikipedia puts an anchor at the beginning of the DOM and Chrome exposes it to AT. If you disagree with a specific site, please file a separate bug for that instance and we can take a look at the markup that generated it. The anchor on wikipedia is offscreen (which doesn't disqualify it from ChromeVox) and has no name. However, the anchor itself is used I believe for other links to reference the top of the page. Sidenote: when you refresh, ChromeVox attempts to put you close to where you were and not at the "top".
