ChromeVox touch: explore by touch lagging behind touches after some time

Google Chrome 69.0.3494.0 (Official Build) dev (64-bit), Firmware Version	Google_Eve. 9584.160.0

Steps to repro:
# Use one finger to tap once anywhere on screen, explore by touch
# Tap another area of the screen; move finger repeatedly to different areas
Expected: focus keeps up with touch; item under finger is eventually highlighted
Actual: focus either lags or is never recognized near the edges of the screen

Splitting into two bugs since non-responsiveness of the touchscreen needs its own bug

I'm not seeing this as described in the reproduction. Please be more specific as to what UI you're seeing this on and the expectations.

Note that after the "tap" (which is the initial touch) before you start exploration, there is an intentional delay to distinguish between touch exploration and gestures.
