ChromeVox touch: no tutorial |

Issue descriptionGoogle Chrome 69.0.3494.0 (Official Build) dev (64-bit), Firmware Version Google_Eve. 9584.160.0 There is no tutorial offered upon activating feature for first time. There is no tutorial offered in settings. Combined with no touchscreen options in the help menu per 869899, there is no way for users to learn touch controls.
