Steps to reproduce: 
# Flip convertible ChromeVox into tablet mode
# Turn on ChromeVox by holding both hardware volume keys for 5 seconds 
# Navigate to any edit field to bring up the keyboard. I used the Omnibox.
# Slide finger around keyboard to desired key and lift finger
Expected: ChromeVox announces key entered
Actual: ChromeVox says "double tap to activate" which both shouldn't be read for each character and is incorrect, you shouldn't double tap keys on the keyboard
