Steps to reproduce: 
# Flip convertible ChromeVox into tablet mode
# Turn on ChromeVox by holding both hardware volume keys for 5 seconds 
# Navigate to any edit field to bring up the keyboard. I used the Omnibox.
# Press shift to bring up capital letters
# Slide your finger across the keyboard to listen to keys 
Expected: since characters are capital, pitch changes for parity with hardware keyboard experience 
Actual: no pitch change
