ChromeVox touch: multiple touch targets for all onscreen keyboard keys

Issue description

Google Chrome 69.0.3494.0 (Official Build) dev (64-bit), Firmware Version	Google_Eve. 9584.160.0

Steps to reproduce: 
# Flip convertible ChromeVox into tablet mode
# Turn on ChromeVox by holding both hardware volume keys for 5 seconds 
# Navigate to any edit field to bring up the keyboard. I used the Omnibox.
# Attempt to find a key to type by sliding finger across keyboard
Expected: one consistent focus highlight across all keys; one focusable area per key
Actual: as you slide your finger, it is shown that there are two focusable areas for each key, one small and one large. This means that as you slide your finger across the keyboard, keys are selected/read twice instead of once.

Can you try to reproduce this again on the next Canary? This one requires outreach to the ime folks.

I can't repro this at 70.0.3518.0 on a Kevin. Is this still happening, or has it been resolved or become obsolete?
