Steps to reproduce: 
# Flip convertible ChromeVox into tablet mode
# Turn on ChromeVox by holding both hardware volume keys for 5 seconds 
# Navigate to ChromeVox settings via the settings/accessibility menus
# Navigate to the language selection combo box. 
# Double tap to expand it
# Use linear navigation to get to options 
Expected: linear navigation takes you to the options in the combo box
Actual: linear nav moves further down the settings page

# Use explore by touch to get to the options
Expected: able to focus on option under finger
Actual: options aren't focusable
