Chrome flashes unrelated tab when switching tabs

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_12_6) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/68.0.3440.84 Safari/537.36

Steps to reproduce the problem:
1. Open several tabs
2. After a while, switch to another tab

What is the expected behavior?
The content should switch from the content of the current tab to the content of the target tab.

What went wrong?
The content of another (unrelated) tab flashes briefly.

Did this work before? Yes 67

Chrome version: 68.0.3440.84  Channel: stable
OS Version: OS X 10.12.6
Flash Version: 

This is happening to me frequently on several laptops (all with identical hardware and macOS version), but I'm finding it very hard to reproduce it reliably (it happens at random).

This only started happening after upgrading to Chrome 68 (68.0.3440.75).
 
Forgot to mention: my hardware is a "MacBook Pro (Retina, 13-inch, Early 2015)" with a "Intel Iris Graphics 6100 1536 MB" graphics chip.

Unable to reproduce the issue on reported chrome version 68.0.3440.84 using Mac 10.13.3(Retina). Attaching screen-cast for reference.
Steps: 
---------
1. Launched reported chrome 
2. Opened multiple tabs 
3. Switched tabs by clicking on tabs and also by shortcut  
As we are not seen tab flashes.

@Reporter: Request you to retry this issue with fresh profile without any extensions/apps or reset all the flags and let us know if issue still persists. If possible provide URL where you have seen this issue.

Like I mentioned in the initial report, this issue manifests itself randomly during an extended browsing session and isn’t assiciated to any specific website that I’ve noticed. In a short session it is unlikely to manifest itself.

I don’t have any browser extensions and installed.

Unable to reproduce the issue on reported chrome version 68.0.3440.84 and latest chrome 70.0.3513.0 using Mac 10.13.3(Retina). As the issue is not reproducible at TE end, adding 'TE-NeedsTriageHelp' label and requesting the UI>Browser>TabStrip team to look into the issue and help in further triaging.

Note: Removing Needs-Bisect label and feel free to add if required.

To add a second datapoint, I have also experienced this issue since upgrading to 68

I have the exact same symptoms; when switching tabs a previous tab is displayed which corresponds to a recently viewed tab. I.e view tab A, and then switch to tab B. Now when switching to tab C you will briefly (probably <100ms) see a rendering of tab A before tab C is rendered. You will sometimes continue to see tab A when switching to tabs D, E and F. It's not always the "last" tab rendered that you see.

Note the flash of previous content can include rendering from an incognito window even when it's been closed and you are switching between tabs elsewhere which makes it feel like a render buffer re-use issue.

Note that in the video above, in comment 6, the bug actually *was* reproduced.

The problem happens at timecode 0:06 when switching from the Wikipedia tab to Google News. For just a single frame, the content of the third tab from the left is shown: a Google search for "googe".
