Devtool not responding for awhile when inspecting a request with a lot amount of data in body.

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/67.0.3396.99 Safari/537.36

Steps to reproduce the problem:
1. Send a post request(Content-Type:application/x-www-form-urlencoded;) with a lot amount of data in body.(about 800k character)
2. Trying to inspect the request in Network tab.
3. Devtool freezed for about 10~20 seconds.

What is the expected behavior?
Inspect the request without freeze.

What went wrong?
Devtool not responding for awhile when inspecting a request with a lot amount of data in body.

Did this work before? N/A 

Chrome version: 67.0.3396.99  Channel: stable
OS Version: 10.0
Flash Version: Shockwave Flash 30.0 r0

It works smoothly if you switch "Form Data" area mode to "view source".

Open network tab, and find a request to "/3".
It will stuck for awhile when I open it in chrome stable 68.0.3440.84.

Could this be due to fetching slowly, or loading the preview is slow?
