Issue descriptionUserAgent: Mozilla/5.0 (Windows NT 6.1; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/70.0.3508.0 Safari/537.36 Example URL: https://ponyfoo.com/ Steps to reproduce the problem: 1. Open https://ponyfoo.com/ 2. Try to close the dialog What is the expected behavior? The dialog does not appear after closing What went wrong? The dialog appears after closing constantly Does it occur on multiple sites: No Is it a problem with a plugin? No Did this work before? Yes At least, 69.0.3497.12 (the last dev) is OK Does this work in other browsers? Yes Chrome version: 70.0.3508.0 Channel: canary OS Version: 6.1 (Windows 7, Windows Server 2008 R2) Flash Version: A screenshot is attached.

Tried testing the issue on reported chrome version 70.0.3508.0 using Windows 7,Ubuntu 17.10 , Mac OS 10.13.5 and Windows 10, by following below steps Steps: ===== 1.Launched chrome. 2.Opened https://ponyfoo.com/ but could not see any popup. Attached screen cast for reference. @reporter : Could you please review the screen cast and let us know if anything is being missed from our end. Request you to provide any other sample file. As per comment #8, reporter is unable to provide any other file to reproduce issue from TE end. Hence requesting anyone from UI>Browser>PopupBlocker team to check the issue. Thanks.!

This isn't a popup in the traditional sense, but an app install dialog. Changing labels accordingly.

The issue seems to be inconsistent and does not repro at TE end, hence removing Needs-bisect label. Requesting someone from Platform>Apps team to look into this and help in further triaging. Thanks.!
