[QUIC] Packets lost is observed while uploading file to Google Drive

Issue description

Chrome Version:69.0.3497.23 (Official Build)Revision a0f931c424245a817bf2ad63eb45c6c95f28e1ee-refs/branch-heads/3497@{#301}(32/64-bit)
OS: Windows 10 

Pre condition : Sign in to www.drive.google.com with valid credentials

What steps will reproduce the problem?
(1) Launch chrome using QUIC protocol. 
(2) Open www.drive.google.com, try uploading any file of approximately 5 GB and navigate to chrome://net-internals/#quic
(3) Observe Packets lost

Actual: Packets lost is observed while uploading file to Google Drive

Expected: Packets lost shouldn't be seen while uploading file to Google Drive

This is non-regression issue.

Note: 
1. This is same behavior on Stable(68.0.3440.84) and Beta(68.0.3440.75) 
2. This issue is not seen on Mac OS

Correction : This issue is also observed on Mac Retina (10.14)

Hm. The attached net-internals does not include the QUIC session from the screen shot, I think. The screen shot talks about connection_id 11282408... But I don't see this connection id in net-internals.

That being said, I'm surprised not to see the NSTP connection option in the CHLO. I'm curious. If you add the option specified in https://bugs.chromium.org/p/chromium/issues/detail?id=862555#c20 does the problem persist?

It looks like this Chrome is launched by command line with flags. So I guess the finch NSTP doesn't plumb here.

Could you add the command line switch "--force-fieldtrial-params="QUIC.FlagEnabled:connection_options/NSTP" to your script before "--no-proxy-server". Run the script then and see if that fix the issue?

With response to comment #4 :
Retested this issue with enabled command line switch "--force-fieldtrial-params="QUIC.FlagEnabled:connection_options/NSTP" on Win (7,10) and Mac (10.14) Machines using Dev build # 69.0.3497.23 and the issue still reproducible i.e Packets lost is observed while uploading file to Google Drive.
