[Internal]: [AOSP] Add "Define" to Global long press context menu.

External developer has requested to add "Define" to Global long press context menu.

In the global long press context menu, there are options such as "Web Search" and "Translate" but "Define should be added to that, as that is already a feature in the desktop version of Chrome. I'm aware other apps have their own context menus, but define should be enabled to access the same library as is found in the desktop version. I've attached a screenshot of desktop and mobile, where it should be.

#What is the desired behavior of the feature? (Be specific!)
I was envisioning a popup from the bottom (see screenshot) where the definition would appear in a small collapsible window. This doesn't have to be the case, but it's an elegant solution. I feel like this is a regression because I thought this feature existed in prior versions unless I'm imagining things or confusing it with something else.

So with the screenshot as a reference, where the download window is, the definition with the audible pronunciation would be there.

#If relevant, why are current approaches or workarounds insufficient?

Currently, I have to click "Web Search". This is problematic, because 

1) It takes me away from the current page. 
2) Some pages are sensitive to tabbing away from and won't let you come back, like a form or survey that logs your IP. So I would need to open a new tab which means performing an entirely new search
3) Sometimes "Web Search" will not give a definition but instead pull up pages with that highlighted text. This means that I'll have to add "Define" or "Definition" to the current search. 

For example, let's say I was confused about the difference between font and typeface, and highlighted "Font" to get a definition. Currently, I would need to perform "Web Search" which would pull up tons of sites on fonts, but not give a definition. The web search query is for "Font" because that's what I highlighted, so I would need to add "Font Definition" or "Define Font" to that query. 

The way I envision this, I highlight "Font", then select DEFINE from the context menu, and the definition pops up from the bottom of the page

I hope I'm answering this well enough, but see the above example of FONT. 

Not all web searches correlate to definitions. Sometimes they will. Some web searches will pull up a definition, but not always. But opening a new tab to get a definition, or performing a web search to move away from the current page is problematic.

There are instances where you cannot tab away from the current page because it won't let you come back, such as surveys or forms where you would need to start all over.

Not all forms will remember your progress, so if filling out a medical form online, you would need to start all over if the web search pulls you away from the page.

Define doesn't exist on by default on desktop.  That is added either by the platform or an extension.

We have a feature that allows you to tap words and get quick answers and we're working on better definition support.  That is likely where such a request would end up.
