Non-Regression: Focus effect on the Speech rate slider bob stays even after adjusting.

Issue description

Chrome Version:68.0.3440.87/10718.71.0 beta channel Daisy,Kip,Reks
OS: Chrome OS

What steps will reproduce the problem?
(1)Sign into user ->go to chrome://settings/manageAccessibility ->In text-to Speech,enable Select-to-speak 
(2)Open Select-to-speak settings page(i.e.,chrome-extension://klbcgckkldhdhonijdbnhhaiedfkllef/options.html)
(3)Adjust the slider bob of Speech rate and observe 

Actual: Focus effect on the slider bob stays even after adjusting.
Expected: Focus effect on the slider bob shouldn't be seen once it is adjusted.

This is a Non-Regression issue seen from M-67

Thanks for filing this! I'm removing this slider in favor of the global TTS settings page in M70 (https://chromium-review.googlesource.com/c/chromium/src/+/1149013), so this will be obsolete.
