Abnormal '?123' layout pops up if open from A11y HW layout

Version 70.0.3505.0(Official build) canary (32-bit)
Platform 10926.0.0（official build) canary-channel kevin
Firmware Google_Kevin.8785.264.0

1.Switch to any A11y keyboard.
2.Open HW layout.
3.Click '?123' button, check '?123' layout UI.


Actual result: 
‘?123'layouts pops up, but it's scrubby inputview layout.

A11y keyboard is smaller than the normal mode.
