Shift key status not consistent between normal and A11y mode with switching layout by ctrl-space key

OS:
70.3505.0 ,10925.0.0 canary-channel bob 
input tools version: 9999.0.20180727.206300127

Steps:
1.Switch to Normal and A11y mode
2.Press down shift key in any keyboard
2.Switch to another layout by pressing ctrl+space key 

Actual:
For normal mode, switched keyboard shift key is not press-down status
For A11y mode, switched keyboard shift key is also press-down status
Two of them are not consistent

When switches keyboards, the states should reset to initial states.

Not repo.
When switches IME, please make sure "shift" is not triggered by "auto capital" by place cursor just after a letter. eg. "ab|"
