Virtual keyboard does not open reliably when trying to type into autocomplete

Steps to reproduce the problem:
1. Go to https://codepen.io/Splaktar/pen/PBELKb?editors=1010#0
2. Touch the middle of the "Favorite state" input. Sometimes the issue can not be recreated reliably and requires multiple tries. 

What is the expected behavior?
Autocomplete and the virtual keyboard should open. 

What went wrong?
When adding the attribute md-min-length="0" to the md-autocomplete Angular Material element, the input and the virtual keyboard would stop working reliably. 

Did this work before? N/A 

Chrome version: 67.0.3396.99  Channel: stable
OS Version: 7.1.1
Flash Version:

It's important to call out here that these issues were only seen on specific Android devices:
- Huawei Honor 9
- HTC One M9
- Galaxy Tab Active2, Google Chrome for Android ver 67.0.0.3396.87

It was not possible to reproduce this on macOS, a Pixel XL, or Motorola Nexus 6 device.

I accidentally posted the issue with tthe wrong chrome version: the actual version was 67.0.3396.87

The error displayed in the logs was: 
07-31 12:26:24.006 W/View    (19188)  
LinearLayout not displayed because it is too large to fit into a software layer (or drawing cache), needs 16364800 bytes, only 4096000 available

Able to repro many times on selecting 0.5x and 0.25x on HTC M9/NRD90M having 67.0.3396.87 & 68.0.3440.91 while you keep tapping on the Favorite State field multiple times before the drop down to display ,Issue happens with  VKB getting dismissed and unable to complete filling the form .
