Chrome cannot get into snapped mode

Chrome Version: 70.0.3505.0
Chrome OS Version: 10926.0.0
Chrome OS Platform: 10926.0.0 (Official Build) dev-channel kevin test

Steps To Reproduce:
(1) Turn the device into tablet mode
(2) open a chrome tab and get into recents
(3) drag the tab to one side of the display

Expected Result: The chrome tab can turn into split screen.

Actual Result: "App does not support split-screen."

How frequently does this problem reproduce? Always

On eve-arcnext, Chrome can turn into split-screen but not the ARC++ windows. Probably related.

I'm not sure if I fully undresand this. I don't think you can drag a tab from a window in overview mode, or I may be misunderstanding something.
A video would be helpful.

It's no longer reproducible. I think the regression could be caused by something else.
