Broken animation for arc apps that force portrait mode on open.

This was from the M69 bug bash on July 23rd.

The playstore app forces portrait mode.

1. Go to landscape mode in Dru.
2. Open the launcher, launch the playstore app.

Expected: Playstore launches in portrait with a smooth animation.

Actual: Playstore launches in landscape for a second, then snaps to portrait mode with no animation.

There is an issue in rotation animation (b/71852007) and that is still open. What's reported in #1 is different, and should be fixed in 69.
