Shelf not hiding when fullscreen is different from home-cher. It is working as intended until we modify this behavior.

Shelf should be opaque when a window is fullscreen according to the spec.

From reading the comments it looks like sgabriel@ may have meant to assign this back to manucornet@. 

Also +weidongg for homecher related feature, even though this is desired shelf behavior in tablet mode.
