Device selection state unclear with screen readers.

Issue description

Chrome Version: 70.0.3507.0
OS: OSX 10.13.6, CrOS, Win
MR: 7018.730.0.0

What steps will reproduce the problem?
(1) Enable VoiceOver by pressing ‘command key+FN key+F5’
(2) Click Cast icon in toolbar
(3) Press tab to move highlight to the first device in list.

What is the expected result? VoiceOver might read "<Device name> selectable item. This menu item is selected." 

What happens instead? VoiceOver reads "<device name> button. You are currently on a button. To click this button press Control-Option-Space."

(4) tab to another device and press Control-Option-Space.

Similar to above, VoiceOver might want to indicate that the device is now selected.

Also observable on CrOS + ChromeVox, and Win + JAWS.

We're redesigning the dialog so that there will no longer be device selection states.
