What steps will reproduce the problem?
(1) Join network without any Cast devices.
(2) Enable VoiceOver by pressing ‘command key+FN key+F5’
(3) Click Cast icon in toolbar
(4) Press tab to highlight the No devices found label.

What is the expected result? VoiceOver should read the text "No devices found".

What happens instead? VoiceOver says "you are now on a button. This item is dimmed.

Also occurs on CrOS with ChromeVox.
