Steps to reproduce:
# Put Chromebook into tablet mode
# Turn on ChromeVox using the two volume keys for 5 seconds 
# Swipe your finger left to right or right to left anywhere on the screen
Expected: focus moves to next or previous item 
Actual: nothing happens

# Put focus onto any app using explore by touch
# Double tap your finger to invoke that app
Expected: app opens
Actual: nothing happens

Also, ChromeVox turns on on the login screen but does not speak at all. 

If these should be three different bugs, please let me know and I'll split them.
