WebGL intermittently not supported on Kubuntu / Nvidia drivers

Issue description

UserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Ubuntu Chromium/67.0.3396.99 Chrome/67.0.3396.99 Safari/537.36

Steps to reproduce the problem:
1. Go to http://webglreport.com/

What is the expected behavior?
WebGL support should be enabled. 

What went wrong?
Intermittently, WebGL support is reported to be "disabled or unavailable".

If I restart the browser, oftentimes WebGL support will be enabled again. It seems that if I keep the browser open long enough, WebGL support gets disabled again.

Does it occur on multiple sites: Yes

Is it a problem with a plugin? N/A 

Did this work before? Yes Unknown

Does this work in other browsers? Yes

Chrome version: 67.0.3396.99  Channel: stable
OS Version: Kubuntu 18.04 
Flash Version: 

WebGL works 100% of the time in Firefox, but I don't regularly use it. Chrome has the same issue. 

I routinely use invision's freehand, which uses WebGL; up until a couple of months ago, I wouldn't encounter WebGL issues. I first reported the issue to Invision when using Chrome 67.0.3396.79, though I don't know for sure that that was the first version with the issue; they steered me to webglreport.com.

Happy to get any information you need to debug.

Tested issue on latest chrome version 68.0.3440.84 using Kubuntu 17.10 as of we don't have Kubuntu 18.04 . Attaching screen-cast for reference.
Steps:

1. Launched reported chrome 
2. Navigated the URL " http://webglreport.com/ "
As we are able to see the WebGL support is Enabled

It sounds like the GPU process could be crashing. Please send us the following data in a browser session after WebGL stops working:
* Full contents of chrome://gpu including the logs at the end.
* Recent crash IDs from chrome://crashes, if any.
Thanks. Attached are the contents of chrome://gpu - it does appear to show
issues.

I verified that restarting the browser resets the error state, and that
webgl works (at least initially).

Here's the relevant excerpt from about:gpu. This card (the GeForce 8400GS) was released in November 2006. Submitter, I'm sorry, but we don't test on such old hardware in house and can't debug this configuration. Closing as WontFix.

should we be falling back to SwiftShader? Or are these messages just not accurate on Linux?
The scenario is that WebGL is attempting to use the hardware GPU, but the compositor's fallen back to software. The code which produces that string is here:

It's possible or likely that the GPU process is crashing 3 times and thereby causing WebGL to be disabled. But we don't have the resources to support this ancient graphics card.
