Freeze more task types on desktop

Meta bug for freezing more task types on desktop. The scope of freezing is currently limited to timers and loading tasks, and should eventually cover all task types.

Allow stop-non-timers-in-background finch flag for all OSes

Change supported platforms to kOkAll for kStopNonTimersInBackground so
we can experiment on desktop.
