Set up manually-triggered GPU trybot for NVIDIA Shield TV in Skia Infra

We'd like to attempt to run GPU tests on Android bots in Skia infra. To do this a manually-triggered trybot needs to be set up per the instructions at https://chromium.googlesource.com/chromium/src/+/HEAD/docs/gpu/gpu_testing_bot_details.md#How-to-add-a-new-manually_triggered-trybot .

Thinking about this, the trybot is already there.
So, going to close this, and let issue 844230 be blocked on issue 879378 directly.
