chrome://flags is empty

On tip of tree Chrome on Chrome OS, the main chrome://flags body is empty.

The header is visible, but the div.body-container has "visibility: hidden". When that style is manually removed, the flags list is still empty.

Debugging shows that returnExperimentalFeatures is never called, even if requestExperimentalFeaturesData() is sent.

No console output or logs.

This is hard to repro. It can take a while for the content to load after signing in (especially right after taking ownership). But I can't reproduce the complete failure to load flags even after several minutes.
