Provide more information about various strings in extension permission dialogs

Issue description

Today I received a notification that one of my apps had been disabled. When I went to re-enable it, it said it needed permission to "read my accessibility settings."

This left me with several questions:
1) What does this permission allow?
2) Why would an extension need this permission?

I'm not sure if this is too much of a power user feature, but the current UI doesn't seem entirely sufficient to make good security decisions.

Yeah, this is definitely pretty unhelpful to most users, who likely don't know what "accessibility settings" are.  This lets the extension change the preferences for the settings described here: https://developer.chrome.com/apps/accessibilityFeatures

srahim@, maybe there's a better string here?  Not really sure...
