Alerts firing on android-pixel2-perf

People are trying to bisect on android-pixel2-perf, but it's still in FYI only, so the bisects fail. There aren't any devices in Pinpoint and the builder doesn't build the isolate (non-WebView) yet.

I'm not sure who's responsible for the alerting config here?

Can we track the ldap of people who trigger the bisect?

Here's a list of the regression bugs that were filed:

Looks like all the alerts are on v8.browsing_desktop and v8.browsing_mobile.
