Update the component name for Previews bugs

Previews monorail bug component was moved from UI>Browser>Previews to Blink>Previews.

However, some of the OWNERS files were not updated. e.g., see https://cs.chromium.org/search/?q=f:OWNERS+ui.*previews&sq=package:chromium&type=cs

This makes it difficult for others to file bugs. e.g., https://bugs.chromium.org/p/chromium/issues/detail?id=866212
