Choose cert popup even with one cert available

Device name:samsung s8

From "Settings > About Chrome"
Application version:
Operating system:

URLs (if applicable): NA

Steps to reproduce:
(1). Install user cert 
(2). Browse to website with user cert auth
(3). Prompt to choose cert when only one cert available. Cant remember selected option for next time also.

Expected result: direct sso auth without prompt


Actual result: popup to select cert for auth.

This is working as intended, user interaction to select a client certificate is required in order to avoid privacy leakage.

There is an enterprise policy AutoSelectCertificateForUrls that can be used to make selection automatic: https://www.chromium.org/administrators/policy-list-3#AutoSelectCertificateForUrls
