Can't hande CHrome v68 with mouse when many tabs opened and maximized

Issue descriptionUserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/68.0.3440.75 Safari/537.36 Steps to reproduce the problem: 1. open a lot of tabs in one window 2. maximize window 3. try to drag and drop the window with the mouse somewhere else What is the expected behavior? In earlier versions I had some space left where I could touch the window with all tabs and drag it. What went wrong? There is (almost) no space for the mouse between tabs, "new tab" button and user name. Where can I touch the window with the mouse to drag it arround when maximized? In Canary v70 there is some space again. This needs to be fixed for v68 and v69 as well. Did this work before? Yes 67 Chrome version: 68.0.3440.75 Channel: stable OS Version: 10.0 Flash Version:

Able to reproduce the issue on reported chrome version# 68.0.3440.75 and the same is not seen on latest chrome# 70.0.3508.0 using Windows 10, hence providing reverse bisect info Note: Issue is specific to Windows.
