Tapping on recently closed tab from incognito opens up the webpage in normal tab

Issue description

App Version: 70.0.3508.0 canary
iOS Version: 10.3.3, 11.4.1 
Device: iPhone 7 Plus, iPhone 6 Plus, iPad Pro

Prerequisite:
Have some recently closed tabs under Menu>Recent Tabs

Steps to reproduce:
1. Launch iOS Chrome
2. Open a New Incognito tab
3. Go to Menu>Recent Tabs
4. Tap on any recently closed tab entry

Observed results:
Opens up the webpage in normal tab and doesn’t redirect to the corresponding tab

Note: Tapping on any entry in ‘Other Devices’ from incognito, opens up the link in incognito

Expected results:
Tapping on recently closed tab from incognito, should open up the link in incognito tab itself and should redirect the user to the corresponding tab

Number of times you were able to reproduce: 5/5
Bug reproducible after clean install: Yes
Bug reproducible after clearing cache and cookies: Yes
Bug reproducible on the current beta channel build : M68, NA

Type-bug-regression? No

I don't know what the expected behavior should be.  The ability to open Recent Tabs from incognito is new -- previously, that option was removed from the tools menu.

I think this is ok?  If a tab is in Recent Tabs, then by definition it used to be a non-incognito tab, so it doesn't seem that bad to reconstitute it as a non-incognito tab.

Changing this could also potentially lead to mild data loss --
1) Close a tab.
2) Switch to incognito, go to recent tabs, re-open that tab (would open in incognito, if we change this behavior).
3) Close the tab again.  Now it's an incognito tab, so it won't go to recent tabs.

I also think this is OK since we're restoring a recently closed tab, and as Rohit mentions this used to be a non-incognito tab.

Another option would be that on incognito we simply open the tab and don't restore it.

I see this comment on #13 (Which is what's happening here)

"With recent tabs menu, it's a bit unclear whether they should open in the regular mode (i.e. restore them as they were), or open in Incognito (where the user is now; at a potential risk of linking regular and incognito identities)."

But I don't see an "answer" for this particular issue on those comments.
