What steps will reproduce the problem?
(1) Launch chrome, navigate to above URL and click on ADD TO CHROME button.
(2) Navigate to chrome-extension://gdiimmpmdoofmahingpgabiikimjgcia/index.html and open 'Task manager'
(3) End task of extensions and then clcik on extension popup to reload it, Observe.


Actual: Extension page doesnot get reloaded after reloading extension.

Expected: Extension page should get reloaded after reloading extension.

This is a non-regression issue, seen from 'M-61'

Note: Issue is also seen on Beta build #68.0.3440.75, Dev build #69.0.3497.12 and Canary build #70.0.3507.0
