Unwanted display of the plugin placeholder when not necessary

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.1; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/68.0.3440.75 Safari/537.36

Steps to reproduce the problem:
Since release 3282, displaying a flash content always brievly show the plugin placeholder. It was not the case with release 3239.

What is the expected behavior?
cefclient --ppapi-flash-version=28.0.0.161 --ppapi-flash-path=.\pepflashplayer.dll --plugin-policy=allow

Then navigate to a swf url. The plugin placeholder is displayed before the swf start to load.
