Chrome Version: 70.0.3507.0 (Official Build) canary (64-bit), same thing in Stable M68
OS: Mac OS (also applies to Windows, maybe Linux)
What steps will reproduce the problem?
(0) Set screen height to 640px
(1) Open the user menu
(2) Click on "Manage People"
What is the expected result?
The "Browse as Guest" and "Add Person" buttons are visible
What happens instead?
Both buttons are cut off - and it's not even obvious.

us identify the root cause and more rapidly triage the issue.
